In 2009 the Centers for Medicare and Medicaid Services (CMS) published a final ruling announcing the transition from a diagnostic coding system using ICD-9 to the new ICD-10 system for medical diagnosis and inpatient procedure coding. ICD-10 codes must be used on all HIPAA transactions, including outpatient claims with dates of service, and inpatient claims with dates of discharge on and after October 1, 2013. The new rules do not affect the use of CPT coding for outpatient procedures.

Clinical Computing has been invited to join the NRAA's newly formed Technical Advisory Group (TAG) to represent its clinicalvision customers' interests in efficiently and economically submitting data required by CMS via CROWNWeb. The NRAA has been selected by CMS to develop a Health Information Exchange (HIE) to facilitate the electronic submission of data from existing clinical systems, such as clinicalvision, to CROWNWeb.
Clinical Computing welcomes the opportunity to participate on the TAG and looks forward to enhancing the work it has done to date in this area with current customers DCL and IDF. We aim to be one of the first application providers to submit data through the NRAA HIE. HIPAA, The Health Insurance Portability and Accountability Act, requires healthcare organizations to ensure the security and the privacy of patient data, specifically protected health information. The Medicare Improvements for Patients and Providers Act (MIPPA) replaces the current basic case-mix adjusted composite payment system with a bundled ESRD prospective payment system, or the ESRD PPS, for Medicare ESRD outpatient facilities beginning January 1, 2011.
